Draft: Resolve "Update Request: Update Sonarqube to latest version (10.x)"

Summary
- Sonarqube has released a new major version (10.x in April, 2023); latest version as of today is 10.5.
- P1 has a customer desiring to use TypeScript 5 which is only supported by Sonarqube 10.1 or newer.
This is a request to review the possibility of updating Sonarqube to the latest release in BigBang.
