Sonarqube - add required labels for kiali

General MR

Summary

• Epic work which adds Kiali required labels to Sonarqube for telemetry capture.
• Updated templating in sonarqube-sts.yaml, deployment.yaml, and postgresql statefulset.yaml, statefulset-slaves.yaml to add tpl for label interpretation.
• This MR includes necessary package templating changes, while the actual values overrides will be set at the umbrella level in a following BB MR: BB MR #5018

Relevant logs/screenshots

Validated that required Kiali labels for version are now showing up on Sonarqube, postgres primary and replica pods.
