Resolve "Sonarqube - Add Dynamic Network Policy support"

Summary
Update istio related network policies (egress and ingress) to be more dynamic allowing values to be passed down from the umbrella templates instead of being hard coded. This is in preparation for the operatorless Istio migration as the components are in different namespaces.
Validation only needs to be performed on current istio implementation. However, the operatorless components can also be tested by using the sonarqube-netpol branch from the Big Bang repository (These changes will be added to the branch that gets created to update the tag). Additionally istio and istioOperator will need to be disabled while istioCore and istioGateway. are enabled.
