• Update renovate config to include image in chart/deps/postgresql/values.yaml
• Update postgres dep image to registry1 image version 12.9
• Update bigbang/base image used in testing to version 1.0.0
• Update renovate config to include big-bang/base image in tests/test-values.yaml & chart/deps/postgresql/values.yaml

Added skip upgrade and single DB node going from 11.7 > 12.7 is not do-able without extra logic or a script, but this should only be for use in CI not production environments.
