Epic 347/36 enable tracing

General MR

Summary

This MR appends ports 4317 (OTLP) and 4318 (OTLP-HTTP) to the traffic.sidecar.istio.io/includeInboundPorts annotation on the tempo podspec. This enables mTLS over ports 4317 and 4318 via the Envoy proxy.

This is necessary for mTLS of traffic from alloy to tempo and helps fulfill big-bang/apps/sandbox/alloy#36
