Tempo Query Cleanup

General MR

Removed jaeger-ui virtual service and some authz and ingress defs that are no longer needed with the upstream removal if the embedded jaeger-ui.

Added a fix for jaeger-query to get install if the value is enabled.

Added appProtocol to tempo-prom-metrics port desciption to help istio and get prometheues to scrape again

Removed the scraping config for embedded jaeger-ui, since jaeger-ui was removed.
