Summary
Update the tempo helm chart to 1.23.3-bb.0. As part of the changes in 1.23.0-bb.0, tempo port changes from 3100 to 3200. Netpol and service has been changed to reflect that within in tempo.
The following changes for the 1.23.3-bb.0 Tempo renovate that changes service from 3100 to 3200 will be ready for review
- Tempo MR Renovate 1.23.0-bb.0
- Kialia MR (there is a netpol in kiali that needs to be updated)
- BigBang Bump MR (Current MR target branch is the tempo-passthrough pattern BB MR so people can see the diff)

Upgrade Notices
Tempo Port Change (3100 -> 3200): As part of the changes in 1.23.3-bb.0, tempo port changes from 3100 to 3200. Netpol and service have been changed to reflect that within tempo. Other packages that connect to Tempo will need to update the ports to reflect Tempo’s new 3200. The podAnnotation traffic.sidecar.istio.io/includeInboundPorts: has been removed from the tempo pods and will require a pod restart.
