refactor renovate config

General MR

Summary

• Use the helm-values built-in manager instead of custom regexes where possible.
• Use the new update-tempo-dashboards postUpgradeTask to automate updating the dashboards.
• Add missing images to helm.sh/images.
• Remove the bigbang.dev/applicationVersions chart annotation.
