docs: updated PCC Default Config link in README

IL4 P1SECOPS-231 / IL2 P1SECOPS-59, updates the link added in !31 with the new Prisma_Cloud_Compute_Config internal repo.

Repo1 Prisma_Cloud_Compute Repo, the intent is to create a config and tag for each release of PCC. Updated CHANGELOG to reflect change.
