#95: Add explicit weight to vault istio virtualservice destinations

Summary

This adds explicit weight values to the istio virtualservice objects in Vault so that Kiali won't complain about missing configuration values.

Relevant logs/screenshots

I haven't been able to get Kiali up and running to verify it satisfies the warnings, but Vault deploys properly and the weights are applied
