Resolve "Resolve Vault `AGENT_INJECT_VAULT_ADDR` issue"

While working this issue discovered that the autoInit job was broken for the non-TLS non-passthrough standalone mode. Added new PeerAuthentication to fix it. This has nothing to do with fixing the prometheus scraping. That fix is done in the monitoring package.
