Add schedule orchestration to test values

In order to test and deter issues such as those in issue 1740 - we should adda valid orchestration of schedules to the test values for velero.

Can have test-values configure and template in a schedule resource, then velero CLI can be used to create a backup based on the schedule

Added scheduled values to test-values; added a variable to chart/values.yaml for a SECLUDED_TESTS: true/false so individuals can choose to have that step be tested within the script. Added creating a backup from the scheduled backup.
