Fixed whitespace issue in CHANGELOG.md affecting R2-D2

When R2-D2 generates the release notes for release 2.23.0, Velero's changelog updates were not built properly - I believe because of a whitespace issue that is fixed over this MR. Please look at the below section for screenshots related to this

If you notice, there isn't any whitespace before the bullet for any of the other notes.
