renovate config updates and add missing conditions to helm.sh/images

Summary

• use the built-in helm-values manager instead of custom regexes
• remove unneeded extractVersionTemplate, as renovate is smart enough to strip the v from the version for us
• add missing conditions to the helm.sh/images list
