add initial dev maintenance doc

Noticed that Velero does not have a dev maintenance doc. Templated one from Loki and added my Velero testing deployment config.

This is just an initial pass at this dev document and there are ToDo sections that need updating. Perhaps they will be filled in at the next upgrade.

Appreciate the first pass on this Greg, we can get it fleshed out more with https://repo1.dso.mil/platform-one/big-bang/apps/cluster-utilities/velero/-/issues/28 hopefully.
