Feat: initial configuration for metrics mtls

Description

Enabling MTLS configurations for metrics scraping.

Testing

Removed the exception peerauthentication for metrics and tested the package deployment before adding the BB chart overrides. It was showing down in prometheus UI as expected.

Made the changes as seen in the BB chart and redeployed with the velero target now reporting up
