Created 3.5.1-rc.1 tag from this branch to trigger pipeline.

• Built and tested locally via docker compose.
• Also built into a docker image and published as registry1.dso.mil/bigbang-staging/keycloak-p1-auth-plugin/init-container:test-3.5.1. Deployed on a k3d cluster referencing this plugin image and tested.

After this MR merges and a final tag is created, I will go through the steps to get the updated Iron Bank image published as well as opening a Big Bang MR referencing the new Iron Bank image.
