Updating repo with a LICENSE file.  Google allows its developers to contribute to any open-source project with a defined LICENSE structure.  This repo / project currently doesnt have one.  Searching through other Repo1 projects, there is a large smattering of CC0, MIT, Apache, and vendor specific LICNESE types available.  This CC0 LICENSE file was pulled from the most popular repo, The Ironbacnk DCCSCR one.
