Merge [jlab_cv_renew_ac] into [development]

Updates version tag to "3.5.0" from "3.4.4";

Adds DATE tag;

Updates base image to "jlab-dl 3.5.0" from "jlab-dl 3.4.4";

Updates BASE_TAG arguments in Dockerfile and hardening manifest to match versions 3.5.0 for base image and jlab-cv current version;

All CVEs have justifications provided in VAT (https://vat.dso.mil/vat/image?imageName=aiml/jupyter/jlab-cv&tag=3.5.0&branch=jlab_cv_renew_ac);
