Merge [build_fail_check_ac] into [development]
This merge fixes the issues with build fail due to incomplete collection of rpms and dependencies;
All CVEs have justifications provided in VAT (https://vat.dso.mil/vat/container/16763?branch=build_fail_check_ac)
