Merge [py_rai_minimize_ac] into [development]

The primary changes to Python-R-AI are to update the container to build from R-Base 4.2.1 instead of 4.1.1, and to install R packages from one collected tar package instead of from two.

Updates the Dockerfile to directly install base RPMs via DNF command instead of from hardening manifest; the hardening manifest contains only RH EPEL RPMs not currently available to install natively;

Updates tags to reflect new versions;

All CVEs have justifications provided in VAT (https://vat.dso.mil/vat/container/21328);
