What is your Merge about?
Allows for usage of R packages that come from parent containers. All CVEs from feature branch identified in pipeline 752251 are justified in VAT (https://vat.dso.mil/vat/container/15637?branch=jafforice-dev)

Mostly a correction of hardening manifest to correctly specify parent containers, and an addition to dockerfile to allow R packages from corrected parent containers
