Merge [library_inheritance_check_ac] into [development]
Properly inherits packages from python-r-ai into r-studio to be available for downstream containers; all CVEs have justifications provided in VAT (https://vat.dso.mil/vat/container/15637?branch=library_inheritance_check_ac).
