Use jdk image to execute shutdown scripts
This is a follow up merge request to https://repo1.dso.mil/dsop/atlassian/confluence-data-center/confluence-node/-/merge_requests/50
JDK image is required to be able to execute shutdown scripts where jcmd is used (it's missing in jre)
