Update JIRA and JSM versions in Dockerfile and manifest

Incremented JIRA to version 9.17.2 and JSM to version 5.17.2. Fixed minor syntax error in Dockerfile and updated validation hashes accordingly. This ensures the latest versions are used throughout the build and deployment process.
