Update to v1.0.2 - Fix Build Pipeline and Update Software

#4 (closed) Terraform update from v1.0.4 to latest v1.0.11, which is built with a patched version of golang (v1.17.2) where CVE-2021-39293 has been mitigated. The base image now pulls from latest ironbank/opensource/python:v3.9.7 which solves the pipeline build issues stemming from dnf updates.
