Use a version of Fluentd with FIPS-compliant OpenSSL rather than using open-source Fluentd directly

The latest open-source version of Fluentd in Iron Bank does not use a FIPS-compliant version of OpenSSL.

This MR changes the Iron Bank Dockerfile to be more minimal, mostly copying from a pre-built image in our Azure container registry.

The upstream version of Fluentd used is 1.18, but this image uses the YYYY.MM.DD. scheme like other CFS images.
