This merge-request contains 2 fixes:

The dockerfile now properly reflects using 8.4 as the base image
Some dependencies were removed from the hardening manifest as they were deemed unnecessary. As an added benefit, removal of these dependencies now cause the "OpenSCAP - DISA compliance" scan to pass.
