Server update 20210322

Minor bugfix to the server so that it will fully initialize its database in P1 Mission App IL5 RDS. Scans clean with 0 uninherited vulnerabilities. I think it is ready go push to development and then to master so that we can deploy this fixed container image from registry1 into P1 IL5 Mission App Staging. #8 (closed) @kwami.delali
