Helm dependency refactor

Refactor helm chart to not make deploying PostgreSQL container THIS container's problem. Provide a sample "known working" workflow pending someone figuring out how to get Iron Bank's PG container to deploy without issue and posting Helm charting to do that instead of simply saying, "Start with what Bitnami has and then you're on your own to figure out how to bend that to work with IB's PG images".
