What is your Merge about?

Rebasing image to ubi-minimal 8.6 (from 8.4)
Eliminated sideloaded pkgs, namely openssl, after rebasing
Updated build to use golang 1.17+ but current ingress build specifies slight older minor release
- Follow-on MR to address this
