Update underlying image-automation-controller to v0.37.1

The current version of the FluxCD image-automation-controller is v0.37.1, yet the version presently being built by IronBank is v0.36.1, which is almost 5 months old. Please update the IronBank FluxCD image-automation-controller to v0.37.1.
