@alfontaine if this is related to Big Bang, can we get it pushed through?

Big Bang is tracking this, but we're really waiting on updates beyond this even I believe - 0.22.3 is the minimum we can jump to due to a bug in upstream Flux. I believe 0.24.0 is out as well.

The development branch Dockerfile and hardening manifest are at v0.24.3. I think we've just been closing newer issues in favor of this one as it was already marked for official review.
