GitLab binaries in incorrect location

GitLab expects the helper binary to be in /usr/bin instead of /usr/local/bin.

When testing gitlab CI jobs we see errors like this

Uploading artifacts for successful job
Missing /usr/bin/gitlab-runner-helper. Uploading artifacts is disabled.
Job succeeded

The Dockerfile needs to be changed to copy the binaries to /usr/bin/

PlatformOne BigBang product has a reported issue that we are are trying to resolve

As a temporary workaround I built a new image with the fix and pushed it to Rep1 registry.dso.mil

docker push registry.dso.mil/platform-one/big-bang/apps/developer-tools/gitlab-runner/gitlab-runner-helper:ib-v13.2.2

Tested successfully.
