Draft: Fixes the base image for the gitlab-ruby image

DJ Mountney requested to merge fix-gitlab-15.1.2-ruby into development

Fixes the ruby image for the 15.1.2 release.

As of 15.1 the gitlab-ruby image is built from the gitlab-base image.

In the coming milestones we will be moving more of the images that currently depend on gitlab-ruby to be build off gitlab-base. gitlab-ruby will remain for images that need ruby.
