Populate Initial Files In Repo

Steven Terhar requested to merge populate-initial-files into development

So that the scripts we use to automate submitting the containers to Repo 1 functions properly, we would like to populate some files in the repo. We aren't ready to submit this for approval yet. We just want to set up the repo1 git repo in advance of pushing Gitlab 14.2 on 22 August 2021.
