Update GitLab to the 14.10.0 Minor Feature Release

Adds the GitLab 14.10.0 Minor Feature Release.

This is the regular monthly feature release of GitLab.

With 14.10.0 the git-base image is no longer needed by GitLab, and the gitaly image now uses the gitlab-ruby base image.
