Update GitLab to the 15.1.0 Minor Feature Release

Adds the GitLab 15.1.0 Minor Feature Release.

This is a monthly feature release of GitLab.

Note that in 15.1 there is now a new container gitlab-base that needs to be built prior to the gitlab-ruby image. In the coming milestones we will be moving some of the images that currently depend on gitlab-ruby to be build off gitlab-base. gitlab-ruby will remain for images that need ruby.
