Disable major and minor version updates and rebase v0.9 on ubi8 8.7

Iron Bank:

• Merge contributor branch to development
• Review findings and justifications
• Send approval request to Authorizing Official
• Merge development to master and close issue after approval from Authorizing Official

The renovate.json file was not set to disable major and minor version updates, so in spit of the project name being tied to the minor version it has been updated to 0.12.0.

Version 0.9.1 is also currently based on EOL ubi8 8.6.
