chore: install libtiff to fix libml_proj

What is your Merge about?

A bug was found in MapLarge that requires the addition of the libtiff package to allow proj to work as expected. The new pipeline was created and new VAT issues addressed.

Closes #16 (closed)

Once this is merged, it would supersede MR !30 (merged); as these are releasing the same version of MapLarge, just with the inclusion of a missing package.
