Merge new hardening_manifest.yaml to development branch

As requested by @alfontaine I've removed the download.yaml file and replaced with hardening_manifest.yaml. Changes are currently staged on the mw-patch-1 branch and have completed a full pipeline run successfully. This merge is in support of issue #1.
