Update to UBI8 and prepare for R2021b

This update moved from a base UBI7 to a UBI8 config to support future patches and CVE releases. In addition there are more patches to MATLAB as well. This has had early feedback from Platform One leadership that it will pass approval. @alfontaine If you could merge into development that would be really helpful. I've just run a full pipeline on this branch to ensure that this builds and scans correctly.
