Organized MLZ code to conform with the structure requested by the CHT. Added the hardening_manifest.yaml that is used to pull dependencies before the build phase. Added developer contact detail in hardening_manifest.yaml Supplied a README.md Ensured that we have a successful run through the pipelines.

We have 4 CVEs that is due to "'No patch available in UBI'"
