Updated release code for mission landing zone

If this is your first merge, please use the Initialization Template.

This merge update the code base for mission landing zone as well as upgrading from terraform 1.0 to terraform 1.3. I also uses azure cli 22.2 instead of azure cli 26.0. Upgraded terrafrom provider azurerm from version 2.55 to version 2.69 Upgraded terrafrom provider time from 0.71.0 to version 0.72.0
