All files updated for version 1.5.1

Resumes where we left off - I'm not sure we ever got through the entire process. Primary goal, then, is to complete the process. While at it, I made updates to pretty much everything. The operator version has been upgraded to the latest (1.5.1) in both the Dockerfile and the download.json file. README improvements. License file updated to remove special characters. Jenkinsfile... not really sure what that should be, so I just updated the version to match.
