hardening_manifest/Dockerfile modified. image version reverted

Incorrect dependencies were being used for our elrr-services application. We uploaded the correct deps to our github and then packaged release v1.2 which needed to be updated in the hardening_manifest with the new sha value and in the Dockerfile. We also are wanting to remove the 1.0.1 tag as that was used to possibly find a fix. 1.0.0 will be our working/latest tag as of now.
