fix: add chmod back
adds chmod directive back to Dockerfile; tested locally and the container starts up now

Starting October 17th, 2024, the Iron Bank pipeline will no longer automatically create tarballs of container images by default. If this behavior is needed for a particular container, please create a ticket under that container's project.
