Remove fluentbit user and rever back to root

As detailed in issue #84 (closed) running fluentbit as non-root causes permission errors when trying to read logs and configs on the host system. At this time fluentbit needs to run as root. This MR is intended to merge the fix back into development to be incorporated in master.

Definition of Done:

• Merge topic branch into development
• If there are new findings, attach justifications
• Assign label Hardening::Approval
• Merge development into master
