Merge [moment_package_removal_ac] into [development]
What is your Merge about?
Removes the moment package from being available as it is being deprecated and creates unnecessary CVEs; all CVEs of feature branch are justified in VAT (https://vat.dso.mil/vat/container/16066?branch=moment_package_removal_ac)
Merge will remove CVEs that are affecting all down-stream containers as well (jlab-eda, jlab-dl, etcetc)
