Merge [upkeep_ac] into [development]
Handles the issue where pipeline was stuck in "lint" operation;
updates nodejs package to latest available from RH;
all CVEs have justifications provided in VAT (https://vat.dso.mil/vat/container/16066?branch=upkeep_ac)
